The Town Hall is where you use ore you've collected to upgrade buildings in your Town.

Tax Rate Upgrades Explained
The tax rate upgrades raise the amount of saved gold (in your Town) required to reach a 50% tax.
The lowest level will tax you at at 50% rate once you save up 10,000 gold, and the maximum level raises that to 25,000.
